Two Negro "Muslims," inmates of Lorton Reformatory, appeal from denial of their petitions for writs of habeas corpus. They alleged interference with their right to practice their religion, mistreatment, amounting to cruel and inhuman punishment, and denial of or interference with their right to complain to the Board of Commissioners of the District of Columbia, which has general supervisory jurisdiction over the penal institutions of the District. They do not claim that their detention is unlawful, and, in light of recently adopted policies respecting the treatment of Muslims confined in penal institutions of the District of Columbia, we find in the petitions no basis for injunctive relief. We, therefore, affirm their denial after answers had been filed but without a hearing.
